Bill Cutler is an American musician, songwriter, producer, and engineer. After growing up in the Northeast, he moved to San Francisco in 1970 and made connections with musicians in the scene there, working in David Rea's Slewfoot and meeting members of the Grateful Dead. In the mid-70s, he started working on a solo album, enlisting many of his friends, but it remained unfinished until much later. During the 80s and 90s he went on to be involved with bands in various genres — new wave, hip-hop, nu metal, and so on. In the late 90s, the old tapes were dusted off and the album finally completed.
